Cross-link: same component (AI token limiter) as #6513 and #6514. This issue is missed token usage from gzip responses split across buffers (`AiTokenLimiterPlugin.java:250, 318-345` — `headerSkipped` flips before `skipGzipHeader` runs); #6513 is null rule fields; #6514 is the Redis cache key scope.
