Fix the invalid and inconsistent `scale_rule` count query
## Changes
- Wrap `countByQuery` conditions with MyBatis `<where>`.
- Change metric filtering from exact match to `LIKE CONCAT('%', ..., '%')`.
- Add mapper integration tests for filtered and unfiltered count queries.
