## Summary
- Default missing namespaceId to `Constants.SYS_DEFAULT_NAMESPACE_ID`
during Swagger MCP import.
- Ensure both MCP tool and metadata registration DTOs receive the same
namespace.
- Add unit test coverage for imports without namespaceId.
## Test
- Added `importMcpConfigShouldDefaultMissingNamespaceId`.
- Verifies the registered MCP tool DTO and nested metadata DTO both use
the system default namespace.
- Existing Swagger import validation tests remain unchanged.
