Fixes #6731 WebSocket REFRESH and MYSELF events now clear all plugin, selector, and rule state before applying the received snapshot. Empty snapshots also execute the clear operation, so deleting the final item cannot leave stale cache entries. SignAuthDataSubscriber now implements refresh by clearing SignAuthDataCache, preventing deleted auth keys from surviving reconnects.
