Use `Boolean.valueOf` for string-backed primitive boolean parameters instead of the byte converter. This prevents `NumberFormatException` when Tars boolean arguments arrive as `"true"` or `"false"`. A regression assertion covers string boolean conversion. Test: `mvn -pl shenyu-plugin/shenyu-plugin-proxy/shenyu-plugin-rpc/shenyu-plugin-tars -am -DskipTests=false -Dcheckstyle.skip=false -Dtest=PrxInfoUtilTest -DfailIfNoTests=false test` (with the module test skip temporarily disabled; 6 tests passed) Fixes #6736 -- This is an automated message from the Apache Git Service.
