Reload the complete scale-policy row after a successful selective update and cache that persisted entity before executing scaling. This keeps nullable DTO fields from replacing retained database values with nulls in the runtime cache. Adds a unit test using a partial DTO and verifies that the fully persisted policy, including retained scaling fields, is placed in the cache.
