Repeated logging configuration updates start additional consumer executors and replace the live queue. Make collector startup idempotent, retain its executor, and shut it down on close. Each consumer checks its own executor so a quick restart cannot revive the previous consumer. Fixes #6655. Validation: `./mvnw -q -pl shenyu-plugin/shenyu-plugin-logging/shenyu-plugin-logging-common -am -DskipTests=false -Dcheckstyle.skip=false -Dtest=AbstractLogCollectorTest -DfailIfNoTests=false test`.
