## Summary - Claim a failed registration before retrying it, so completing that attempt cannot delete a failure queued concurrently for the same key. - Restore a failed attempt for rescheduling only when no newer failure already owns a timer task; atomically enroll pending tasks. - Preserve the existing public accept/remove methods for compatibility. Fixes #6558 ## Validation - `./mvnw -pl shenyu-register-center/shenyu-register-client/shenyu-register-client-api -am -Dtest=FailbackRegistryRepositoryTest,FailureRegistryTaskTest -DfailIfNoTests=false test` - Checkstyle enabled.
