I prepared a fix and opened [PR #7400](https://github.com/apache/shenyu/pull/7400). Each pending payload now has an owner-bound retry task; replacing a same-key failure cancels the previous scheduled task and starts a fresh retry budget, while stale retries/exhaustion callbacks use conditional ownership checks. The new regression test fails on current master and passes with the patch. Local validation: the full `shenyu-register-client-api` test module passed (25 tests, Checkstyle clean).
