I'd like to work on this issue. I've reviewed #7381 and the current draft PR #7397, including the latest direction to validate the design through a minimal end-to-end OpenAI Chat flow first. I'll start from the Provider side and keep the current models and SPI contracts experimental while implementing against that direction.
