Fixes #7700.
When the last active scaling policy is disabled, executeScaling() previously
left the dynamic monitoring task running. Cancel the task when no active
policy remains.
Add regression tests covering:
- Disabling the last active dynamic policy and repeated cancellation.
- An empty policy cache.
- Registering monitoring for an active dynamic policy.
- Switching from dynamic scaling to fixed scaling.
Validation:
- All four ScaleServiceTest cases passed.
- Related scaling service and transaction tests passed.
- The initial full build was interrupted by an UnknownHostException for
shenyu.apache.org in HttpShenyuSdkClientTest#testShenyuHttpClient.
That test passed on retry, and the remaining reactor build completed with:
./mvnw install -Dmaven.javadoc.skip=true -rf :shenyu-sdk-httpclient
