Reduce duplicate circuit-breaker key construction in the Divide request path. Candidate filtering, the all-blocked probe pass and selected-target outcome recording now share request-local keys; filtering compacts the existing request-owned upstream snapshot instead of allocating another upstream list. Refs #7826. This draft preserves the existing breaker state machine. Follow-up commits will address #7760 and add real HTTP gateway measurements before it is marked ready. Validation: - JDK 17, rebased onto master at 581bee9f1: 75 targeted model, Divide, circuit-breaker and retry tests passed; Checkstyle passed. - Divide Apache RAT check passed in the original checkout. - Reproducible 1/10/128-target microbenchmark, raw CSV and JFR summary included. At 128 blocked targets, allocation was 31,824 -> 16,464 bytes/request.
