Fixes #6117. After bootstrap restart, rules arriving before selectors were cached but their tools were never added when the server was later created. Retain the latest rules and replay the matching rules after selector/transport setup. Serialize handler changes, remove retained rules on deletion and do not replay disabled rules. Validation: all 18 McpServerPluginDataHandlerTest cases pass on Microsoft OpenJDK 17.0.18, including rule-before-selector recovery, deletion before selector arrival and disabled-rule replay. Existing selector/path/tool tests pass. Checkstyle, affected-reactor Apache RAT and git diff --check pass.
