Taking this. Will submit an initial PR shortly. Given the scope, the first PR focuses on a self-contained, reviewable increment: the gateway-side bounded diagnostic collection framework with the shared allowlist/redaction policy, manifest generation and archive packaging (with traversal-safe entries), plus the authenticated instance-scoped endpoint. Admin coordination, optional thread collection and provider reconciliation remain follow-ups.
