## Description Parent proposal: #7993 Add graph registry activation and instance status/acknowledgment. Compile candidates before atomic swap, retain request references, expose received/pending/active/rejected state, and define cold-start readiness. Re-evaluate plans on plugin loading/enabling/disabling/removal/replacement. Mandatory security dependency invalidation must fail closed; plugin resource retirement must respect active users. Explicitly distinguish topology pinning from live selector/rule caches. Bound retained revisions and status cardinality. Acceptance: invalid candidates, missing dependencies, unsafe old plans, plugin replacement/disable, concurrent requests, rollback and restart tests; useful rejection diagnostics; no unsafe automatic fallback or premature resource unloading. ## Dependencies #7995, #7996, #7998 ## Scope Part of optional serial plugin DAG orchestration. Preserve the existing plugin contract and default legacy mode.
