## What this PR does Adds the Phase-1 **design artifacts** for optional DAG-based plugin orchestration (parent proposal #7993). These are documents for community review — **no runtime behaviour changes**, no code. - `docs/plugin-graph-orchestration.md` — the contract: versioned graph schema (`GraphData`/`Node`/`Branch`), node & condition semantics (PLUGIN/CHOICE/END, first-match + mandatory `defaultTarget`), Phase-1 structural restrictions that keep path analysis polynomial, graph limits, wrapper-scope classes, and the **dual-executor** (LEGACY cursor vs GRAPH immutable plan) contract with sequence diagrams.
