Heads-up: this branch now conflicts with `master` and `update-branch` cannot resolve it, so it needs a manual rebase before it can land. The likely source is the load-balancer work that just merged: #7982 (`release P2C inflight on failover retry upstream`) and #7986 (`leastActive` now reads `Upstream.getInflight()` instead of the old `countMap`). Both touch `DividePlugin`, `DefaultRetryStrategy` and the load-balancer package, which is exactly the area this PR rewrites with the read-only snapshot model. Please rebase on `master` and re-run CI.
