Rename `Meter collection` to `Report Meter Telemetry Data`. One is today's manual APIs, another is OpenTelemetry Exporter. Also, this doc should be updated, https://skywalking.apache.org/docs/main/latest/en/setup/backend/opentelemetry-receiver/#opentelemetry-receiver.
