### Search before asking - [X] I had searched in the [issues](https://github.com/apache/skywalking/issues?q=is%3Aissue) and found no similar feature requirement. ### Description The series index TTL controller doesn't share the same strategy as the segment TTL. It brings a flaw that one service sending arbitrarily(stop sending after sending some data) could lose data. The data is still stored on the storage system, but users cannot retrieve them because the TTL controller removes series metadata. I propose moving the index into the segment from a shard to solve this issue. This change will increase storage usage because the same info series will be stored repeatedly.
