   A clear and concise description of what the bug is.
   
   ### Expected results
   
   When I click on a Dataset  I am not able to update the owner for the 
datasets as the Owner list is not rendered and I am not able to see all the 
users in the drop down
   
   ### Actual results
   
   Should be able to update the Owner of the datasets

   1. Go to  saved queries, 
   2. Click on datasets and click on edit
   3. Go to setting and update the owner

   - python version: `python --version`  
   - node.js version: `node -v`
