   #### How to reproduce the bug
   When not integrating with LDAP, can login with admin;
   after integrating with LDAP, can not login with admin;
   In another words, how to create a admin account after integrating with LDAP 
if I don't want to use LDAP admin group mapping?
   ### Expected results
   able to login admin account which is not from LDAP 
   ### Actual results
   not able to login admin account which is not from LDAP

   By the way, how can I find the login logs when I use docker-compose startup.
   the command:
       docker logs superset_app
   just a few logs that don't contain the login information.
