This PR uses webpack's `...` syntax to extend existing minimizers and ADD the CssMinimizerPlugin on top of the default terser plugin, rather than it being the ONLY minimizer. ### BEFORE/AFTER SCREENSHOTS OR ANIMATED GIF <!--- Skip this if not applicable --> ### TESTING INSTRUCTIONS <!--- Required!
