#### How to reproduce the bug
1. Go to a Dashboard
2. Click on the chart title or 'edit chart'
3. can't view chart page and show a error
### Expected results
IN [superset version: 1.5.0] when i click the chart title or 'edit chart'
on Dashboard,I can view the chart for detail, but in 2.0.0 I can't. It seem
like a permission issues, so which permission should I add.
