<!--- Please write the PR title following the conventions at https://www.conventionalcommits.org/en/v1.0.0/ Example: fix(dashboard): load charts correctly --> ### SUMMARY <!--- Describe the change below, including rationale and design decisions --> 1. Class attributes of `CeleryConfig` in `docker/pythonpath_dev/superset_config.py` are updated due to the [lowercase settings](https://docs.celeryq.dev/en/stable/userguide/configuration.html#conf-old-settings-map) introduced in version 4.0. 2. Variable `CELERYD_LOG_LEVEL` is not mentioned anywhere in the celery documentation, hence should be removed. To configure logging level option `-l` is used as mentioned [here](https://docs.celeryq.dev/en/stable/reference/cli.html#cmdoption-celery-beat-l). This option is already used in `docker-bootstrap.sh`, hence its usage is excessive in both `config.py` and `superset_config.py` and could be removed. 3. Somehow [optimization option `-O`](https://docs.celeryq.dev/en/stable/reference/cli.html#cmdoption-celery-worker-O) was glued to its value `fair`. Suggested change unglues them in `docker-bootstrap.sh` and `CONTRIBUTING.md`. ### ADDITIONAL INFORMATION <!--- Check any relevant boxes with "x" --> <!--- HINT: Include "Fixes #nnn" if you are fixing an existing issue --> - [x] Has associated issue: https://github.com/apache/superset/issues/20808 - [ ] Required feature flags: - [ ] Changes UI - [ ] Includes DB Migration (follow approval process in [SIP-59](https://github.com/apache/superset/issues/13351)) - [ ] Migration is atomic, supports rollback & is backwards-compatible - [ ] Confirm DB migration upgrade and downgrade tested - [ ] Runtime estimates and downtime expectations provided - [ ] Introduces new feature or API - [ ] Removes existing feature or API -- This is an automated message from the Apache Git Service.
