It may may be worth enumerating the nitty gritty here: * Updates `CONTRIBUTING.md` and the mirrored docs with updated instructions to start a discussion rather than file an issue, a link to do so, and a reminder that Issues will be converted to Discussions (as it already stated in the issue template for Feature reuests * Various verbiage tweaks to the same files to encourage people to write SIPs if they intend to participate, open PRs if they're able, and a little grammar bycatch * Fixes the non-functional markdown link in the SIP template * Adds a default Issue title with `[SIP]` included, and instructions NOT to add the number * Auto-assigns new SIPs to the committers group (hopefully) for numbering/followup * Deletes the "Feature Request" issue template now that all the rest is said and done. ### BEFORE/AFTER SCREENSHOTS OR ANIMATED GIF <!--- Skip this if not applicable --> N/A ### TESTING INSTRUCTIONS <!--- Required!
