As discussed [here](https://docs.google.com/document/d/1xRLqmUn-G7WiPe8qZnfuvbrYHZ1jmk9aSv9Bhjis2tg/edit#heading=h.rir668d2q3dj) the collective decision was to revert the logic (which will be cherry-picked into v0.31) and re-remedy the entire problem prior to the v0.32 branch cut.
