   I upgraded my superset environment with the master branch. The superset 
container is not starting because of:
   
   ```
   2023-03-15 11:00:43,041:ERROR:flask_appbuilder.security.sqla.manager:DB 
Creation and initialization failed: (psycopg2.OperationalError) could not 
connect to server: No such file or directory
        Is the server running locally and accepting
        connections on Unix domain socket "/var/run/postgresql/.s.PGSQL.5432"?
   ```
   
   
   
   #### How to reproduce the bug
   
   1. Go to '...'
   2. Click on '....'
   3. Scroll down to '....'
   4. See error
   
   ### Expected results
   
   I expected it to use the managed PSQL in AWS. The DB_HOST is pointing to the 
AWS URL but the container is defaulting to local psql.
   
   ### Actual results
   
   what actually happens.
