it looks like the problem is that there are no restrictions on `tox`
version, and the latest version now requires `packaging >= 23`, whereas the
compiled `integration.txt` shows
```
tox==3.25.1
# via -r integration.in
```
which only requires `>= 14`:

So version-locking this to `tox>=3.25,<4` would probably do the trick and I
can raise a PR.
