I'm not sure if this is a configuration mistake on my part (I don't see
anything dealing with this), or something else.
When I go to `{superset_base_url}/dashboard/list`, I can find a list of
users under the `Owner` dropdown menu.
Using Superset 2.1.0
#### How to reproduce the bug
1. Log out
2. Go to `{superser_base_url}/dashboard/list`
3. Click on 'Owners'
4. View list of users on the current superset install
### Expected results
1. Log out
2. Go to `{superser_base_url}/dashboard/list`
3. Be prompted to login
### Environment
- browser type and version: Any
- superset version: 2.1.0
- any feature flags active:
-- "ALERT_REPORTS": True,
