   The 0.31 branch uses croniter 0.3.26 but this package was mistakenly removed 
from PyPi and it does not have an update option. See 
[https://github.com/taichino/croniter/issues/124](https://github.com/taichino/croniter/issues/124).
   
   The package is available from one of the maintainers here: 
https://github.com/kiorky/croniter/archive/0.3.26.tar.gz We can either upgrade 
to 0.3.28/29, or we can install the package in a different way.
   
   master branch already uses 0.3.29, sop I think we should bump the version in 
0.31 to 0.3.29. On a brief look I wasn't able to characterize the changes made 
since 0.3.26.
   
   ### Expected results
   
   I expect croniter to install without error via `pip install -r 
requirements.txt` in the 0.31 branch.
   
   ### Actual results
   
   `pip install -r requirements.txt` results in:
   
   ```bash

   #### How to reproduce the bug
   
   1. Go to superset git project root directory
   2. `git checkout --track origin/0.31`
   3. `pip install -r requirements.txt`
   4. See error

   - node.js version: v11.14.0
   - npm version: 6.9.0
