### Bug description When building a Superset instance using the docker image apache/superset:4.1.1, with ALERT_REPORTS & ALERT_REPORT_TABS at True `superset_config.py` the selection of tabs to send via report doesn't appear But this option does appear, with the same `superset_config.py` filte, if I build the Superset instance using the current project code on github with the [official Dockerfile](https://github.com/apache/superset/blob/master/Dockerfile) via the [docker compose non dev](https://github.com/apache/superset/blob/master/docker-compose-non-dev.yml) The docker doesnt return any errors in the logs that could help be find why this feature doesn't appear with the official image but does with a local build ### Screenshots/recordings _No response_ ### Superset version 4.1.1 ### Python version 3.10 ### Node version I don't know ### Browser Firefox ### Additional context _No response_ ### Checklist - [x] I have searched Superset docs and Slack and didn't find a solution to my problem. - [x] I have searched the GitHub issue tracker and didn't find a similar bug report. - [ ] I have checked Superset's logs for errors and if I found a relevant Python stacktrace, I included it here as text in the "additional context" section. -- This is an automated message from the Apache Git Service.
