Personally, I'd go with the z-index approach. Increasing spacing will likely bug people if their dashboard layout shifts around to accommodate this. Personally, I seldom (if ever) use that particular feature, but whenever I see these little menus, I feel like they should be using newer (AntD-based) UI components (e.g. Popover).
