This looks great. My only feedback is, as I mentioned during the Docs Working Group meeting, that the scope of this is not covered by the title "Proposal for a new Apache Superset Developer Portal." In fact this is a proposal for an overhaul of the documentation system. It's driven by the need for developer docs to support [SIP-151](https://github.com/apache/superset/issues/31932) but this is more than that: it also covers docs that face users and administrators, so we should describe it as such. -- This is an automated message from the Apache Git Service.
