   ### Bug description
   
   It is possible to add charts to a locked dashboard.
   
   Set the is_managed_externally flag on the dashboard, all its charts, and 
datasets.
   Then, select any chart from the locked dashboard and click the three-dot 
menu to open it in edit mode.
   Immediately click "Save".
   The form recognizes that the original chart cannot be overwritten, but the 
"Add to dashboard" field is automatically populated with the locked dashboard.
   After clicking any of the "Save" buttons, a new chart is created and added 
to the locked dashboard.
   
   At the same time, there is no way to remove the chart from the dashboard via 
the interface, since the dashboard is locked.
