   ### Bug description
   
   Start Apache Superset using the following steps.
   
   ```bash
   git clone https://github.com/apache/superset.git
   cd superset
   git checkout 5.0.0rc1
   docker-compose -f docker-compose-non-dev.yml pull
   docker-compose -f docker-compose-non-dev.yml up
   ```
   
   After performing these steps, the login form is displayed in the browser at:
   http://localhost:8088/login/
   
   When viewing the source in the browser, the following HTML element is 
present:
   ```html
   <link href="/static/appbuilder/css/bootstrap.min.css" rel="stylesheet">
   ```
   Upon checking bootstrap.min.css, it is version v3.4.1.
   
   Note: After logging in, the above element is no longer present.
   
   I thought this issue was fixed by the following change, but it seems the fix 
was not complete:
   https://github.com/apache/superset/pull/29844
