Hello Superset Community,

I wanted to start a discussion about improving the consistency of timezone 
information displayed between data and filters in Apache Superset.

### Context:

Currently, Superset provides a feature to offset hours on datasets, allowing 
users to display time in their timezone of choice. However, this adjustment is 
not reflected in the data for charts, which can make it unclear due to the lack 
of visible timezone information. This inconsistency can lead to confusion when 
interpreting time-based data, especially in scenarios where dashboards are 
shared across teams in different timezones.

In [this 
discussion](https://github.com/apache/superset/discussions/33877#discussioncomment-13731389),
 the idea of adding a timezone selector was suggested. Building on that, I 
believe it’s essential to not only provide timezone selection capabilities but 
also ensure that timezone information is displayed consistently between data 
and filters.

### Potential Improvements:
- Display timezone information alongside time filters in dashboards and chart 
controls.
- Include timezone metadata in tooltips, legends, or headers of time-based 
visualizations.
- Ensure timezone information is consistent between the data source and the 
applied filters.

### Benefits:
- Reduces ambiguity when analyzing time-based data.
- Improves collaboration for teams working across multiple timezones.
- Enhances the overall user experience by providing clear timezone context.

I’d love to hear the community’s thoughts on this topic. Are there any existing 
solutions or challenges that should be considered?
