The global `ENABLE_FILE_UPLOAD` setting is no longer sufficient; the UI only shows upload options if there is at least one database with "Allow file upload" enabled and the database engine supports file upload (not all engines do—SQLite, for example, does not) [see code details](https://github.com/apache/superset/blob/829e4d92d91ceae4b43b1ed3b063ffe45377799c/superset-frontend/src/pages/DatabaseList/index.tsx). To restore the upload buttons, make sure: - Your target database (not SQLite) has "Allow file upload" enabled. - The database engine supports file upload (`engine_information.supports_file_upload` must be true). - You have the correct permissions (Admin or allowed roles). If these conditions are met and the buttons are still missing, double-check that your database is not filtered out due to engine restrictions or missing backend support. The frontend only lists databases that pass all these checks [see implementation](https://github.com/apache/superset/blob/829e4d92d91ceae4b43b1ed3b063ffe45377799c/superset-frontend/src/features/databases/UploadDataModel/index.tsx). The feature is not controlled by a single flag anymore, so manual table edits or config changes won't override these checks.
