Timezone is paramount for dashboards where cutoff time matters - it has nothing to do with user preference - sometimes you just need to align the data within a given time range and time zone regardless of your local user preference. Therefore being able to see the time in user timezone is more of "view" related problem. The other is ability to filter the data accounting for a given timezone. Time related filters should account for that and allow you to select time range in a given timezone.
