Review Comment:
   Agreed — falling back to `"/"` was a foot-gun: the index route is 
non-exempt, so a flagged user redirected there would re-trigger this same hook 
and spin in an infinite 302 loop. Reworked the fallback to only ever redirect 
to a guaranteed-exempt endpoint: it tries `ResetMyPasswordView.this_form_get` 
first, then `AuthDBView.logout` (both in the exempt allow-list). If neither 
`url_for` resolves, it returns a 503 error response instead of redirecting, so 
a flagged user can never get trapped looping. Added unit tests covering all 
three paths: normal redirect to the reset view, fallback to the exempt logout 
route (asserting it is NOT the index), and the no-resolvable-target case 
returning 503 with no `Location` header.
