When the layout effect settles normally (i.e. no rAF confirmation is
needed), `hadContentAtLastChangeRef` is never cleared and any already-scheduled
rAF isn't cancelled. This can cause the dropdown trigger to stay mounted during
unrelated future recalculations, and can still allow a previously queued rAF to
run after the component has settled. Clear the ref and cancel any queued frame
on the settling path.
