Cherry-picks #37109 into the 6.1 branch. Adapted to 6.1: #37109 depended on the granular-export permission chain (#38361 Phase 1 + #38581 Phase 2/3), which is not present on 6.1. Since those add a DB migration and a full security feature, the copy/download gating was adapted to use the existing `canDownload` permission (equivalent to the granular chain's fallback behavior when the `GRANULAR_EXPORT_CONTROLS` flag is off).
