Review Comment:
   Confirmed and fixed in 352ca176ee — verified BaseRestoreCommand.validate at 
HEAD does pass skip_base_filter=True with the lost-grant rationale; both 
pre-lookups now pass both bypasses and the helper docstrings quote the 
command's reasoning. My earlier justification was written against the 
pre-editorship command and no longer matched.

   Added in 352ca176ee — test_restore_chart_lookup_db_error_is_structured mocks 
the lookup to raise OperationalError and asserts LookupFailed with no leaked

   Both added in 352ca176ee — 
test_restore_dashboard_sqlalchemy_error_is_generic (masking parity with the 
chart sibling) and test_restore_dashboard_slug_conflict (asserts the 
DashboardSlugConflictError type and its user-facing rename guidance pass 
through).
