Circling back on this one. Jay took a swing at it in #36901, and the discussion there landed on @michael-s-molina's suggestion: rather than special-casing the bar chart, let the user pick what to consider when drilling (the clicked bar's x value, the series value, or both), same pattern as `Drill to detail by`. I've adopted the feature in #42296 with that approach, so drilling into the Germany bar by city gets you just German cities. Thanks for raising this!
