Fixed the failing CI mypy check in `fc60149918` by adding the required type annotation for the empty `new_form_data` fixture. Validation: - changed-file `pre-commit` suite passes, including mypy, ruff-format, ruff, and pylint - `pre-commit run --all-files` was run as required; Python mypy completed successfully, while the full repository run remains environment-blocked by read-only npm/zizmor cache paths, missing frontend dependencies, and missing `helm-docs` - targeted pytest collection is environment-blocked because the installed `sqlglot` lacks `sqlglot.dialects.singlestore` -- This is an automated message from the Apache Git Service.
