### SUMMARY #41606 added the `manage_dashboard_owners`, `manage_dashboard_roles`, and `manage_dashboard_certification` MCP tools, but their safety semantics never made it into the docs. This adds a section to the MCP tools reference covering the owner-removal guard on `manage_dashboard_owners`, the `ENABLE_VIEWERS` gating on `manage_dashboard_roles`, and the `certified_by`/`certification_details` clear-vs-unchanged convention on `manage_dashboard_certification`. ### BEFORE/AFTER SCREENSHOTS OR ANIMATED GIF N/A, docs only. ### TESTING INSTRUCTIONS Docs-only change.
