I did actually send a mail to the dev@ mailing list around May end to kick off discussion on this per the SIP process mentioned, alongside opening https://github.com/apache/superset/issues/40520, but it looks like it may have gotten lost in the traffic there, since I haven't seen any replies. I also tried following up about it on the Slack channel recently too, but that didn't get much traction either.
