The standalone no-op baseline repair is now ready for review as #44288, revision `e2f3a1b9c640`. It preserves existing migration ancestry and has passed graph/SQLite transition validation plus independent review. Please coordinate landing order: if #44288 lands first, rebase/reparent `f7b3a9c14e02` onto `e2f3a1b9c640`; if this PR lands first, #44288 must be dropped/reassessed.
