Review Comment:
   Nothing stamps an ordinary create, so `_creation_kind_for(None)` -> 
`unknown`: every newly created chart now heads "Starting version" while a clone 
reads "Created". The two `_make_chart` tests flipping `created`->`unknown` is 
the tell. Only pre-stamp baselines are ambiguous; this PR stamps new ones.
