I'd go with option 1 too, fix the msgcat flag and take the reformat as its own commit so it reads as tool output rather than part of the real change. And please feel free open a separate issue (and/or PR) for the 416 missing strings, that's worth tracking on its own regardless of how the msgcat thing shakes out.
