Addressed the two Bito test-fixture suggestions in 9e04dbdbc42429932bc1ae838c98b1ff40a1af14: use the existing __new__ security-manager bypass pattern and remove the unused feature-flag patch. Also added a positive published table-dashboard access control and tightened test annotations. No access-policy behavior changed in this follow-up. Verification: 152 affected unit tests passed, all applicable hooks passed across the complete PR file list, and independent final-snapshot review approved.
